What you'll see ⛰️ Summit🌄 Big views

The paved West Rim Trail climbs Walter's Wiggles, twenty-one tight switchbacks, to Scout Lookout at two miles. Beyond that the final half mile follows a narrow rock spine with sheer drops on both sides and a chain bolted to the rock for handholds.

Tips
A permit is required for the chained section beyond Scout Lookout and is issued by seasonal and day-before lotteries on recreation.gov - there is no way in without one. Scout Lookout itself needs no permit and gets most of the view. Do not go if rain, ice or high wind is forecast.
